Circular No. 21/2011/TT-BKHCN enacts the national technical regulation on steel for ferro-concrete, named QCVN 7: 2011/BKHCN.
QCVN 7:2011/BKHCN is prepared by the Drafting Board of the national technical regulation on steel for ferro-concrete, submitted by the Directorate for Standards, Metrology and Quality, and appraised by the Ministry of Science and Technology.
The national technical regulation on steel for ferro-concrete prescribes the limit of technical requirements for steel for ferro-concrete and quality control requirements for steel for ferro-concrete domestically manufactured, imported, and circulated on market.
This regulation applies to the organizations and individuals that manufacture, import, and distribute steel for ferro-concrete, state governing bodies and other organizations and individuals concerned.
The Circular enters into force from June 1, 2012. Ever since December 1, 2012, steel for domestically manufactured and imported ferro-concrete must observe regulations of QCVN 7: 2011/BKHCN. Meanwhile, steel for ferro-concrete circulated in market must comply with this technical regulation since June 1, 2013.
