Circular No. 08/2011/TT-BLDTBXH is enacted along with National Technical Regulation on Safe Work for Electric Lifts, signed as QCVN: 02/2011/BLDTBXH.

The national technical regulation is applied to the normal electric lifts installed and used to carry either goods with people accompanied or people at the determination of stops floor, with electric drive is hanged by cables (or chain), moves in the guide rails right placed or inclined less than approximately 15^o from vertical and the electric lifts types I, II, III and IV classified according to TCVN 7628:2007.

This regulation does not apply to lifts which have limited technical features, with simple structural actuators (such as hand-crank winch with vertical axis) and the feature of temporary work (such as lifts serving construction), and lifts type V classified according to TCVN 7628:2007.

The Circular comes into force after 45 days as from the date it is signed. Meanwhile, QCVN: 02/2011/BLDTBXH becomes effective after 6 months ever since effective date of the Circular.
