Requirement on the import quarantine Procedures of bovine

1. Goods owners wishing to import bovine from Laos and Cambodia to Vietnam for breeding or slaughter under official quota must register for import quarantine at the Department of Animal Health as prescribed in the Decision No. 15/2006/QD-BNN of March 08, 2006 of the Ministry of Agriculture and Rural development on the order and procedures for the quarantine of animals, animal products, veterinary hygiene inspection and the Circular No. 11/2009/TT-BNN of March 04, 2009 of the Ministry of Agriculture and Rural development on amending and supplementing a number of articles on the orders and procedures for the quarantine of animals, animal products and veterinary hygiene inspection.

2. Considering the epidemic situation of the exporting countries, the Department of Animal Health guides the requirements for veterinary hygiene regarding the import of bovine into Vietnam.

Bovine quarantine contents before import

1. Basing on the goods owner’s demand for the import of bovine from Laos and Cambodia to Vietnam and the quarantine isolation places, the Department of Animal Health shall consider and appoint the quarantine isolation places, the veterinary agencies shall inspect the veterinary hygiene at the isolation places and quarantine for import bovine as prescribed in Clause 1 Article 3 of this Circular.

2. The bovine shall be taken to the quarantine isolation places which have been verified and ensured of the veterinary hygiene conditions by the veterinary agencies.

Particularly with bovine imported for slaughter shall be taken to the slaughter establishments eligible for quarantine isolation.

3. Requirements of veterinary hygiene at quarantine isolation places.

The quarantine isolation places must satisfy the following conditions:

a) The quarantine isolation places must be arranged in a place which is secluded and separated from residential areas, markets, schools, public places, arterial traffic line and local breeding areas;

b) Having double fences in order to prevent the direct or indirect contact with external animals;

c) The cage must be roofed in order to prevent the impacts of the harsh weather on the bovine during time of the quarantine isolation breeding;

d) The breeding scale, area of cage and equipment must satisfy the requirements for breeding bovine;

dd) The feed and water for import bovine must be sufficiently supplied and satisfy the veterinary hygiene requirements in order to not influence to health of the imported bovine.

e) The quarantine isolation places must have the system of collecting, processing liquid and solid wastes during time of the quarantine isolation breeding;

f) There is a place to breed and impark sick bovine being separated from the bovine are;

The quarantine places must be cleaned, sterilized and detoxified before and after the bovine are taken into for quarantine isolation breeding.

QUARANTINE OF BOVINE COLLECTED AFTER IMPORT

Conditions of import bovine being collected

1. The import bovine are only allowed to use for slaughter.

2. All the collected bovine must be taken to the quarantine isolation breeding places at bordering communes and must satisfy the requirements prescribed in Clause 3 Article 4 of this Circular.

3. The goods owner must make declaration and follow the quarantine procedures of the bovine being collected after import at the local Sub-Department of Animal Health.

Quarantine of bovine collected after import

1. The Sub-department of Animal Health in bordering provinces shall conduct the quarantine of the bovine being collected after the import

2. The quarantine contents at the quarantine isolation places:

1 or 2 days after the bovine are taken to the quarantine isolation places, the Sub-department of Animal Health shall:

a) Monitor and clinical examine health of bovine;

b) Mark the bovine by affixing ear tags as prescribed in the Decision No. 70/2006/QD-BNN of September 14, 2006 of the Minister of Agriculture and Rural development on amending and supplementing the Decision No. 49/2006/QD-BNN of June 13, 2006 on marking the domestically transported bovine.

c) Making blood test to entire herd of bovine regarding the following diseases: infectious miscarriage, spirochetosis, bovine tuberculosis;

d) Vaccinating against foot and mouth disease, bovine pasteurellosis as prescribed;

dd) Announce the end of the quarantine isolation time of the import bovine meeting the following conditions: being clinically healthy, having negative result for the examined diseases, being inoculated types of vaccine as prescribed and being sprayed, bathed with the external-skin anti- parasite medicine; For the bovine not satisfying the conditions for ending the quarantine isolation breeding time, the Sub-department of Animal Health shall inform to the Department of Animal Health for prompt handling guidance.

e) The time of quarantine isolation breeding is 15 days, if the actual quarantine isolation time exceeds that time limit stated above, the Sub-department of Animal Health must notify the goods owner of the reason.
