Specifically, the Circular deals with the proclamation and certification of industrial explosives conformable to the national regulations; requirement to ensure quality and testing department of industrial explosives; and state inspection of quality and quality administration of industrial explosives in the territory of Vietnam.

The Circular applies to the Vietnam-based enterprises trading in industrial explosives and other organizations that offer services of testing quality of industrial explosives.

Issued together with this Circular are seven appendices as follows:

• Appendix 1: List of organizations named for inspecting quality of industrial explosives
• Appendix 2: Proclamation for regulation conformity
• Appendix 3: Confirmation for proclamation for regulation conformity
• Appendix 4: Other criteria for evaluating quality target of industrial explosives
• Appendix 5: Regulations on sample inspection quantity for industrial explosive products
• Appendix 6: Registration for state inspection for quality of imported industrial explosives
• Appendix 7: Notice of state inspection results for quality of imported industrial explosives.

The Circular takes effects 15 days after it is published on the Official Gazette
