The Joint Circular 80/TTLT-BTC-BTTT provides guidelines for the implementation of National Single Window (NSW) mechanism, e-transactions in the NSW, dossiers for one-stop administrative procedures, user registration in NSW and using of e-documents or transformation from paper documents to e-documents.

 

According to this Joint Circular, the e-signature to be used for transactions in NSW should be the public e-signature issued to organizations which is registered and verified for its compatibility. In case the declarants have registered more than one e-signature with specialized control agencies, they have the right to choose one among those existing ones.

 

The Joint Circular 80/TTLT-BTC-BTTT also provides for the process of information declaration, receiving, sharing and feedback in NSW. According to those provisions, customs declarants as prescribed by law, as well as those domestic and foreign organizations and individuals who involve in importation of transmitters and transceivers radio and commercial publications are eligible to declare, revise and supplement information, and submit their documents for administrative procedures through NSW.

The exchange of information among Ministry of Finance, Ministry of Information and Communication and the NSW shall comply with the provisions in this Joint Circular.

This Joint Circular becomes effective since July 31st, 2016.
