The Joint Circular 63/2016/TTLT-BTC-BGTVT provides for collaboration in information provision and infrastructure development; collaboration in monitoring and inspection of imported – exported goods, exit/entry/transit vehicles, and luggages of passengers who exit and enter at border gates in sea ports, airports and inland waterway ports in following aspects:
- Collaboration in sharing of infrastructure, premises, offices, work areas, furniture and utility systems, communication networks and telecommunications at the airports.
- Collaboration in information sharing, infrastructure development, and monitoring and inspection of goods, vehicles and luggages of passengers.
With regard to the latter, the Joint Circular provides that in case special information relating to anti-smuggling or commercial fraud is needed, the requesting agencies (Customs offices or relevant enterprises) shall send a written request for information, stating the purpose, type, scope of use, and deadline of provision, the information holders (Customs offices or relevant enterprises) shall collect, process and provide information to the requesting agencies under confidential regime. In case the information holders are unable to provide such information, they should notify in writing to the requesting agencies and state the reasons.
This Joint Circular becomes effective since June 8, 2016.
