According to this Joint Circular, invasive alien species are those with one of the following criteria:
a) Having established themself in the wild populations and encroaching the habitat; compete for food and cause harms to native species, with strong shedding ability; tend to or is causing ecological imbalance where they appear in Vietnam;
b) Being proved as invasive alien species through testing and experiments.
2. Alien species with risk of invasion:
a) Alien species with risk of invasion appearing in Vietnam with one of the following criteria: Having not established themself in the wild populations; tends to encroach the habitat, compete for food and cause harms to native species; or being proved as having risk of invasion through testing and experiments.
The Joint Circular also provides a list of invasive alien species (in Appendix 1) and a list of alien species with risk of invasion (Appendix 2)
This Joint Circular becomes effective since November 26, 2013.
