Circular No. 26/2014/TT-BTTTT stipulates in detail the implementation of Decree No.187/2013/ND-CP of the Government dated November 20, 2013 for importing postage stamps.

The Circular defines the conditions and procedures for granting, regranting the import licences; the cases of exemption from postage stamp import licenses, postage stamp publications and postage stamp products.

The Circular applies to organizations and individuals participating in the import of postage stamps.

According to the Circular, the postage stamps banned from import or export include counterfeit postage stamps; those with content, images, symbols, signs causing agitation, hostility between nations, races, religions; those against the Government of Vietnam; those inconsistent with social ethics, the habits and customs of Vietnam; those withdrawn under the decision of competent State agencies; and foreign postage stamps with inappropriate  content and origin as announced by postal authorities of Universal Postal Union (UPU) member states and the philately association.

The Circular defines the postage stamps with HS codes labelled 4907.00.21; 4904.00.00; 4907.00.29 requiring import permit.

Postage stamps in temporary import for re-export, temporary export and re-import, and its transhipment shall be implemented in accordance with Circular No. 05/2014/TT-BCT dated January 27, 2014 of the Ministry of Industry and Trade.

In addition, the Circular also specifies the cases of exemption of import licenses and procedures for the issuance or re-issuance of import licenses as well as charges and fees for the issuance or re-issuance of import licenses.

Circular No. 26/2014/TT-BTTTT takes effect from February 16, 2015.
