Circular No. 70/2015/TT-BGTVT guides procedures for inspection of technical safety and environmental protection for means of road transport and grant of certificate of inspection to road vehicles (except for motorbikes, mopeds, tractors, etc.).

The Circular applies to organizations or individuals relating to inspection of technical safety and environmental protection for road vehicles.

Similarly to the earlier provisions, the Circular still allows vehicle owners to register for inspection at any vehicle registry across the nation, regardless of resident place of the vehicle owners or place where vehicles’ number plates are issued.

However, as laid down in the Circular, when driving road vehicles to a vehicle registry for inspection, vehicle owners must additionally provide information about login name, password and address of the website for management of tracking devices.

This Circular takes effect from January 1, 2016 and annuls Circular No. 56/2012/TT-BGTVT dated December 27, 2012; Circular No. 60/2013/TT-BGTVT dated December 30, 2013; Circular No. 10/2009/TT-BGTVT dated June 24, 2009; Circular No. 10/2014/TT-BGTVT dated April 23, 2014.
