Decree 67/2016/ND-CP details general requirements for food manufacturing and trading under specialized management of the Ministry of Health, with specific provisions pertaining to manufacturing and trading facilities of of functional food and micronutrient-fortified food; food additives and food processing aids; bottled mineral water, bottled drinking water, and edible ice.

Accordingly, the food manufacturing facilities shall meets conditions regarding location and environment, construction design of factories, structure of factories, air ventilation and lightigh system, water supply system, steam and compressed air, waste treatment system, etc. The Decree also details requirements for equipment and utensils, handwash and sterilization stations and pest control.

Regarding food trading facilities, the general requirements include sufficient space for such placement of food selling area and food storage to facilitate the raw materials and food transportation; no presence of standing water or pooled water; prevention of pests and other contaminants; facility’s structure in conformity with its nature and scale, with the materials that ensure the safe and sanitary condition; wall and ceilings made of solid materials and in bright color; restrooms to be separated from the area of food storage and production area; and a system of records or software of food management must be maintained during the trading process.

In addition, the Decree stipulates that trading of functional foods in a drug retail facility must be provided with a separate selling area with instructions and name tags of functional foods. With regard to food additives and food processing aids, only the item that are permitted for use in Vietnam are produced.

The storage and sale of food additives and food processing aids in a trading facility must be provided with a separate area with instructions and name tags of product groups. In addition, food additives and food processing aids are not put up for sale together with chemicals used for other purposes and non-food products in the same trading facility.

Food additives for retail sale must be labeled sufficiently in accordance with the smallest packaging unit for which the declaration of regulation conformity is made.

This Decree becomes effective since July 1, 2016.
