Implementation of Additional E-Customs Procedures through Customs e-Data Processing System

On November 21, 2016, the General Department of Vietnam Customs (GDVC) sent Official Dispatch No.10983/TCHQ-GSQL to the import - export business community, announcing the implementation of additional e-Customs procedures on the Customs e-Data Processing System.

According to this announcement, the Customs e-Data Processing System starts receiving data and processing customs procedures specified in Circular No.38/2015/TT-BTC of the Ministry of Finance from December 1st, 2016.

Through this system, customs procedures will be processed out of working hours, as well as during weekends and holidays. GDVC encourages customs declarants, on making their official e-declarations, to enclose electronic dossiers.

With regards to the updated list of commodities in a separate shipping declaration, which was previously approved for shipment, Customs authorities will only receive it in those Customs offices which implement the information sharing mechanism with Port Operators according to Decision No.1500/QD-TCHQ dated May 24, 2016.

Customs Authorities will also receive Company’s notifications on goods production factories and final account statements through the Customs e-Data Processing System.

For consistent implementation, it is requested by GDVC that import – export businesses shall contact the IT companies in charge of customs e-declaration software for further instructions regarding software installation and implementation of additional e-customs procedures.

The implementation of additional e-customs procedures in the Customs e-Data Processing System will help import-export businesses save time and money and enhance their compliance. In addition, traders will be supported in making declarations and carrying out relevant procedures to achieve faster and easier clearance of goods.
