The Ordiance No.16/2004/UBTVQH11 was promulgated by the Standing Committee of the National Assembly on March 24, 2004, to provide regulations on livestock breeds.
It describe the scope of regulation, including the management and conservation of livestock gene sources; research in to, selection, creation, assay, testing and recognition of, new livestock breeds; their production and trading; and management of their quality. It stipulates, amongst others, the underlying principles relating to livestock breeds; relevant state policies; and prohibited acts. It provides detail regulations on management and conversation of livestock gene sources (Chapter II); research in to, selection, creation, assay and recognition of new livestock breeds (Chapter III); production and trading of livestock breeds, including import and export of livestock breeds (Chapter IV); and management of quality of livestock breeds (Chapter V).
The Ordinance No.16/2004/UBTVQH11 becomes effective since July 1, 2004.
