Decree No. 126/2015/ND-CP is constituted to amend and supplement the list of narcotics and pre-substances promulgated together with the Government’s Decree No. 82/2013/ND-CP dated July 19, 2013 on the list of narcotics and pre-substances.

In accordance with this Decree, such narcotics as 25B-NBOMe, 25C-NBOMe, 5-Meo-DiPT, JWH-073, JWH-250, Mephedrone, etc. are added to List II “Narcotics restrictedly used for analysis, experiment, scientific research, crime investigation, and medical area as stipulated by competent authorities”, and the pre-substances of Alpha-phenyl acetoacetonitrile (APAAN) and Gamma-butyro lactone (GBL) join in List IV “Pre-substances”.

This Decree becomes effective since February 1, 2016.
