Subjects of application
1. This Decision applies to:
a) The Steering Committee for the border guard the port, the border guard station ports and border guard stations ports Border posts (hereinafter referred to as the border guard ports);
b) The shipowner or ship managers, charterers, ship operators, shipmasters or authorized person (hereinafter referred to as procedures); organizations and individuals in Vietnam, foreigners are involved in the implementation of electronic procedures seaport border;
c) Ships and boats Vietnam entry and exit; ships, foreign crew entry, exit, transit, transport (including the spacecraft, mining, oil and gas services offshore operations; foreign ships by the Ministry of Transport transport license inland ships and boats owned by Vietnam foreign flag);

2. This decision does not apply to foreign military ships to the Republic of socialist Vietnam; ships and boats of agencies, organizations and foreign individuals are entitled to privileges and immunities under the provisions of the law of Vietnam; Vietnam fishing vessels; ships and boats operating Vietnam domestic routes; ships, foreign ships for emergency reasons apply to avoid storm or accident

This decision takes effect as from April 18, 2016.
