The list of goods traded and exchanged by border residents
1. Goods of border residents are goods manufactured in the Republic of Vietnam socialist neighbors or by border residents purchased, sold or exchanged in border areas to serve both sides daily needs, production of border residents.
2. The list of goods to be imported into the Republic of Vietnam socialist form of sale, barter border residents defined in the Appendix to this Circular.
3. The items on the list provided for in this Circular shall not be imported into the Republic of Vietnam socialist form of sale, barter of border residents, except where necessary to promote production or supply of goods essential to the daily lives of border residents or affected by natural disasters, epidemics, Minister of Industry and trade, after consulting with the Steering Board of the Central border trade ban decisions allowing border residents to be traded and exchanged some items on the list prescribed in this Circular in each geographical area with a specific time.
4. Where necessary to ensure food safety, disease prevention across the border, the Minister of Industry and Trade, after consulting with the Steering Committee for the Central Border Trade issued a decision to suspend imports of some items row in the list of goods traded and exchanged by border residents in each area in detail.
