Circular 214/2016/TT-BTC regulates the rates and the regime of collection, remittance, management and use of the fee for  examination of non-business documents for the grant of publishing permits and permits for import of non-commercial publications and registration fee for importing publications for business purpose.

The fee for examination of non-business documents for publication permits is stipulated in Circular 214/TT-BTC as follows:

+ Fees for appraisal of printed materials on paper is VND 15,000/standard page; 

+ Fee for electronic document evaluation in the reading form is VND 6,000/minute; 

+ Fee for electronic document evaluation in the listening and seeing form is VND 27,000/minute;  

- The fees for granting permits for import of non-commercial publications and the fee for registration of import of publications for business purpose is VND 50,000/document.

In addition, Circular 214/2016 stipulates that collecting fees for granting permits for publication of non-commercial documents and publication import licensing fees must be remitted to the account of fees paid for the previous month. Books opened at the Treasury no later than the 5th of every month.

Circular No. 214/BTC also regulates that all collected fees and charges must be submitted into the budget. In cases where the toll-collecting organizations are allowed to package their operating expenses, they shall be allowed to retain 90% of the collected charge amounts to cover expenses and remit 10% into the budget.

Circular No. 214/2016/TT-BTC on collection and payment of fees for examination of contents of non-business documents for the grant of publishing permits and fees for granting permits for import of non-commercial and commercial publications is effective from  January 01, 2017.
