Legal basis of the Procedure                

  • Joint Circular No. 47/2011/TTLT-BCT-BTNMT dated December 30, 2011 of the Minister of Industry and Trade and the Minister of Natural Resources and Environment providing the management of the import, export and temporary import for re-export of ozone layer-depleting substances according to the Montreal Protocol on Substances that Deplete the Ozone Layer.

  • Joint Circular No. 178/2015/TTLT-BTC-BNNPTNT-BTNMT-BYT dated November 12, 2015 of the Minister of Finance, Minister of Agriculture and Rural Development, Minister of Natural Resources and Environment, Minister of Health guiding the implementation of the National Single Window Mechanism.

Application for import of HCFC substances according to Appendix II (attached to the Joint Circular No. 47/2011/TTLT-BCT-BTNMT dated December 30, 2011 of the Minister of Industry and Trade and the Minister of Natural Resources and Environment).

A copy certified and stamped with "certified true copy" of certificate of business registration or investment certificate or business license from the enterprise

In case where the enterprise importing HCFC substances is subject to quotas prescribed in Annex I but then exports the substances (directly or entrusting the export) and wishes to continue importing the substances, then the additional quotas to be considered for the import shall not exceed the exported amount of the substances. In this case, in addition to the above documents, the enterprise shall submit the sales invoice and customs declaration of the exported goods certified as completion of customs procedures by the Exporting Enterprise (copy certified and stamped with "certified true copy" from the Enterprise).

Process Steps

Step 1:

The enterprise shall declare required information on the National Single Window (NSW) Portal and submit the dossier of administrative procedures for certification of registration of import of HCFC substances on the National Single Window (NSW) Portal.

Step 2:

The National Single Window (NSW) Portal shall receive the information declared by  the Enterprise and send it to the specialized processing system of the Ministry of Natural Resources and Environment.

Step 3:

The specialized processing system of the Ministry of Natural Resources and Environment shall check the adequacy and integrity of declared information, provide feedback of successful reception or errors in the process of reception to the a portal to the National Single Window (NSW) Portal

Step 4:

In case of successful reception of declared information to the specialized processing system, the Department of Meteorology, Hydrology and Climate Change shall check the adequacy and validity of the information, provide feedback of acceptance, refusal or request for revision/addition of declared information to the specialized processing system of the Ministry of Natural Resources and Environment to be sent to the National Single Window (NSW) Portal

Step 5:

In case where the Ministry of Natural Resources and Environment accepts to grant certification on the Application for import of HCFC substances (Certification by the Ministry of Natural Resources and Environment including: the exporting country, the name of substances, chemical name, chemical formula, the Ashrae number (for refrigerant), the volume and the HS code), the Department of Meteorology, Hydrology and Climate Change shall provide feedback of certifying results on the Application for import of HCFC substances to the specialized processing system of the Ministry of Natural Resources and Environment to be sent to the National Single Window (NSW) Portal


In case where the Ministry of Natural Resources and Environment refuses to grant certification on the Application for import of HCFC substances, the Department of Meteorology, Hydrology and Climate Change shall send a written notice of the Ministry's Refusal of certification to the specialized processing system of the Ministry of Natural Resources and Environment to be sent to the National Single Window (NSW) Portal

Step 6:

The National Single Window (NSW) Portal shall receive the settlement results of administrative procedures for certification on the Application for import of HCFC substances from the specialized processing system of the Ministry of Natural Resources and Environment, render the results to the  Enterprise and relevant specialized treatment systems.
