The Customs Department of Ho Chi Minh City answered that if the declarer adds a customs declaration prior to bringing the goods into or out of the port, and the additional customs declaration belongs to the declared bill of lading or container in the customs declaration, this satisfies the conditions through the customs supervision area, and the Saigon Newport Corporation will process the goods according to regulations.

If the customs declarer adds the customs declaration after the goods have been put into or taken out of port, the Saigon New Port Corporation shall not settle the additional declaration through the customs supervision area. In this case, the updating of additional declarations through the supervisory area must be considered and processed by the customs office by implementing the automatic customs management system at Cat Lai port according to the plan.

Answering the company's question about the case of 4 containers declared in 16 declarations and they do not know which container belongs to which declaration, the Customs Department of Ho Chi Minh City guided: In the case of exports in shared containers under Clause 1, Article 18 of Circular No. 38/2015/TT-BTC of March 25, 2015, which was amended and supplemented in Circular No. 39/2018/TT-BTC in April 20, by the Minister of Finance.

Over 17,000 declarations are automatically monitored

In order to effectively implement the program and minimize the problems, the Director General Dinh Ngoc Thang, said that besides the support of the customs authorities, shipping lines, shipping agents, forwarding agents and Customs agents, import-export enterprises shall have to declare correctly and fully, information on customs dossiers on means of transport entering or leaving Vietnam. Declaration and customs dossiers must ensure that the input data used as a basis for monitoring and managing goods is subjected to customs inspection and supervision throughout the process from the border-gate to time of customs clearance.
