As the Standing Agency for the the National Single Window (NSW), ASEAN Single Window (ASW) and Trade Facilitation, the General Customs Department has closely coordinated with other ministries and sectors to carry out contents as planned.

According to the latest statistics, as of August 31st, 2018, 68 administrative procedures of 11 ministries and sectors have been connected to the NSW and more than 1.46 million dossiers of 23,700 enterprises have been processed.

In addition to deploying the NSW at international seaports, from November 15th, 2017, the NSW has been deployed at international airports nationwide with the participation of more than 40 international airlines that operate flights carrying passengers and cargo to Vietnam and departing from Vietnam.

For the General Department of Customs in particular, all customs procedures have been connected to the NSW and automated to a high level with 99.65% of enterprises in 100% of Customs units across the country.

At present, the receipt and clearance takes only 1-3 seconds (for green channel), the processing and inspection of the dossiers shall not exceed 2 working hours (for yellow channel)

Together with the launch of the VNACCS / VCIS Automated Customs Clearance Systems, in 2017, Customs has implemented an automated system for customs management at seaports and airports to facilitate trade and improve the efficiency of State management on customs.

The implementation of 24/7 e-tax payment and clearance has created many advantages for enterprises. Accordingly, enterprises can pay tax at any time, anywhere by every means which has an internet connection in a timely and accurate manner, thereby, reducing to the average level of ASEAN-4 countries in accordance with the direction of the Government.

From the beginning of 2018, Vietnam has officially exchanged C/O form D by electronic method with four ASEAN countries (Singapore, Malaysia, Indonesia, and Thailand) and used this document as a basis for applying the preferential tax rates under the ASEAN Trade in Goods Agreement.

Currently, Vietnam is collaborating with Brunei, Cambodia, and the Philippines to establish and connect a pilot system for C/O form D exchange; concurrently collaborating with Thailand, Indonesia and Malaysia to set up a pilot system for exchange of ASEAN customs declarations.

Moreover, Vietnam is also negotiating to finalize the Protocols on information exchange with the Eurasian Economic Union (EAEU); unifying the technical requirements and preparing to build a system for information exchange of Customs declarations and certificates of origin.

With the role of the focal point, Customs has coordinated with relevant ministries to implement the Prime Minister's Decision No. 2026 / QD-TTg on improving the efficiency and effectiveness of specialized inspection for import and export goods.

Accordingly, some ministries and sectors have started to change their management and inspection methods by changing from pre-inspection into post-inspection. The number of import declarations subject to specialized management and inspection at border gates has decreased to 19.4% in 2017 (in 2015, this rate was 30%).

The Customs has also coordinated with other ministries and sectors to review and eliminate overlapping regulations, to stipulate the subjects of exemption from specialized inspection, to issue standards of specialized inspection, to develop and promulgate the List of goods subject to specialized management and inspection together with their HS codes.

Mr. Pham Duyen Phuong, Deputy Director of Customs IT and Statistics Department, assessed that the implementation of the NSW and ASW and Trade Facilitation has contributed to accelerating the implementation of administrative reform according to the Government’s Resolutions. The implementation of the NSW, ASW and reform of the specialized inspection has achieved remarkable results.

However, the results have still failed to reach the target. The connected number is still lower than the Prime Minister’s request (reaching 68/252 procedures). The volume of goods subject to specialized inspection also accounts for a large proportion (in 2017, this number accounted for 19% of the total import and export shipments). The effectiveness and efficiency of specialized inspection is still low, procedures are overlapping and the inspection cost for import and export goods is still expensive.

Reducing the specialized inspection rate

To overcome the shortcomings, in the coming time, Mr. Phuong said that the Customs sector has set specific objectives:

By 2020, 100% of administrative procedures related to State management of import and export goods and goods in transit; means of transport on exit, entry or in transit are to be implemented via the NSW.

By 2020, the specialized inspection of import and export goods shall be carried out on the principle of border inspection only for goods which affect social safety, national security and ethical environment, the nation’s fine cultural customs and practices, or goods which are subject to quarantine or seriously affect people’s health.

For other goods, the inspection on quality, standards and conformity is transferred to post-clearance or is based on the assessment of the level of enterprise compliance, the level of risk of the goods in each period, and must be based on the specific standard system; In cases where it is impossible to promulgate technical regulations and standards, there must be public and transparent inspection methods.

In 2018, the Ministry of Finance together with other ministries will strive to complete the connection of 138 administrative procedures, including connecting at least 130 administrative procedures under Government Resolution No. 19-2018 / NQ-CP dated May 15th, 2018. Striving to reduce the proportion of goods subject to specialized inspection to less than 15%; reviewing, reducing and simplifying 50% of the list of goods, products and procedures for specialized inspection.

The General Department of Customs will drastically implement specific measures to promote the NSW, ASW and Trade Facilitation such as:

Improving the legal basis and making efforts to reform administrative procedures;

Coordinating with ministries and other sectors to quickly build, promulgate and implement a detailed Action Plan of the Ministry and the sector right after the Prime Minister approves the Action Plan on promoting the NSW and ASW.

Reforming specialized inspection for import and export goods and facilitating trade for the period 2018-2020.
