Abolish regulation on automatic import licensing for high capacity motorbike

Abolish regulation on automatic import licensing for high capacity motorbike

On 19th September 2018, the Ministry of Industry and Trade issued Circular 27/2018/TT-BTC abolishing the regulation on automatic import licensing for motorbike with a capacity of 175 cm3 or more.

Circular 27/2018/TT-BTC provides that traders importing motorbikes with a capacity of 175 cm3 or more are not required to register automatic import licensing at the Ministry of Industry and Trade, and they only need to implement import procedures at the Customs headquarters as per current regulations.

Since 2014, motorbikes with a high capacity of 175 cm3 or more have been one the first commodity groups that the Ministry of Industry and Trade applied for the online automatic import licensing level 4 via the online public service system in the National Single Window Portal, minimizing moving, waiting time and costs for enterprises.

The complete abolition of automatic import licensing for 175 cm3 capacity motorbikes or greater, is an effort by the Ministry of Industry and Trade in reforming administrative procedures and creating a favorable business environment for business.

Previously, in August 2017, the Ministry of Industry and Trade issued Circular 14/2017/TT-BTC, abolishing the regulation on application of automatic import licensing for some steel products, which includes motorbikes. Thus, together with the promulgation of Circular 27/2018/TT-BCT, the Ministry of Industry and Trade no longer applies automatic licensing for any export or import goods.

Circular 27/2018/TT-BTC will take effect on 5th November 2018.
