Reducing 12,600 commodities subject to specialised inspection

As of March 2019, 82,700 commodities in 2015 reduced to 70,087 commodities, reducing by about 12,600.

However, besides ministries and sectors that have cut the list of goods subject to specialised inspection, there are ministries and sectors that have increased the quantity of commodities under their management, especially, the Government Cipher Committee increased 17 commodities. In some sectors, commodities increase while the total the list of goods managed by ministries reduced. For example, the medical equipment managed by the Ministry of Health increases 32 commodity groups.

There was an increase in goods while the total list of management fell, for example, the medical equipment sector under the Ministry of Health managed to increase 32 groups of goods.

Ministries have implemented solutions such as changing inspection methods, applying risk management in inspection, many commodities have been changed the period inspection from pre-clearance audit to post clearance audit, increasing objects subject to exemption from inspection, publicising the list of goods attached with HS code and abolishing inappropriate regulations.

The specialised inspection and management still has shortcomings, like the factsome ministries have slowly implemented assigned tasks, andcoordination in reviewing the list of goods subject to specialised inspection is still inadequate. There are some categories that are proposed by ministries and sectors to apply code up to 3,000 commodity lines but the time limit is only from fiveto sevendays.

According to the General Department of Vietnam Customs, if sepecialised management ministries has effectively reformed the specialised inspection, the National Single Window can maximise the effectiveness of management.

At the conference on supervision of solutions for specialised inspection reform and Customs clearance time reduction for import and export goods held byVietnam Fatherland Front Central Committee, Deputy Prime MinisterVuongDinh Hue said the facilitation must be associated with anti-smuggling and requested ministries and sectors to review and calculate closely in cutting specialised Customs procedures.

Cutting inappropriate procedures and commodities and review procedures and import commodities which have been cut and abolished in a unreasonable manner. If the cut is implemented in unreasonable manner, it easily leads to group's interest, because there may be a situation that groups advise ministries and the Government to cut procedures and commodities of specialized inspection. This is a two-sided issue and must be considered carefully "- Deputy Prime Minister said.
