The General Department of Vietnam Customs strengthens management of temporary importing for re-export

It requested municipal and provincial customs departments to direct their customs branches to strictly control and supervise goods temporarily imported for re-export in accordance with the provisions of Decree 08/2015/ ND-CP, Decree 59/2018/ND-CP, Circular 38/2015/TT-BTC, Circular 39/2018/ TT-BTC and guiding documents of the General Department of Vietnam Customs from goods temporarily imported into Vietnam to re-exported out of Vietnamese territory and in transporting goods from the place of storing temporarily imported goods to re-export border gates, ensuring the customs management of temporary import for re-export and to promptly detect and handle violations.

Goods temporarily imported for re-export through auxiliary border-gates, border crossings in border areas mustcomply with the provisions of Decree 112/2014/ ND-CP, Decree 14/2018/ND-CP, Decree 69/2018/ND-CP of the Government. Accordingly, goods temporarily imported for re-export are temporarily imported and re-exported through international border gates and main border gates.The re-export of goods through auxiliary border-gates and border crossings can be carried out only at auxiliary border gates and border crossings in border-gate economic zones and auxiliary border-gates outside the border-gate economic zones, which are controlled by specialised agencies and have technical facilities meeting State management requirements and must be certified by the provincial People's Committee for eligibility for re-export of goods.

The General Department of Vietnam Customs notes that the gathering, inspection of goods transshipment at border gates must be implemented at sites which are established and recognised by the General Department of Vietnam Customs and the management and supervision of goods in and out of the sites must be performed in accordance with provisions in Circular 38/2015/ TT-BTC, Circular 39/2018/ TT-BTC of the Ministry of Finance and guiding documents of the Ministry of Finance and the General Department of Vietnam Customs. This ensures that temporarily imported and re-exported goods are closely inspected and supervised from temporary import to re-export according to regulations, preventing smuggling inland.

Customs units must strengthen coordination and exchange of information with police forces, Border Guards, Coast Guards on supervision and management of goods temporarily imported for re-exported, ensuring that the temporarily imported shipments are reported and are not illegally imported inland.
