Specifically, the Ministry of Finance gave comments on projects on elaboration of legal documents related to specialized management and inspections developed by ministries and sectors.
In addition, the Ministry of Finance has actively reviewed the legal provisions on management and specialized inspections, thereby promptly detecting inadequacies and problems; gathered comments of specialized units of the ministries and sectors to amend and supplement the regulations on specialized management and inspections or give comments to promptly guide the customs departments and enterprises for consistent implementation.
Thereby, many documents have been amended, supplemented or promulgated towards facilitating enterprises. Specifically, ministries and sectors have amended and supplemented 84 of 87 legal documents on specialized inspections as required in Decision 2026 / QD-TTg. In addition, according to statistics of Customs, the ministries and sectors have cut 12,600 items (from 82,698 items in 2015 to 70,087 items) subject to specialized inspection before customs clearance.
In 2019, the Ministry of Finance (General Department of Customs) has chaired and coordinated with a number of ministries and sectors to review the specialized inspection law and tasks of specialized inspection reform under the direction of the Prime Minister in Decision No. 1254 / QD-TTg dated September 26, 2019, approving the Action Plan to promote the National Single Window, ASEAN Single Window, specialized inspection reform and trade facilitation for the period of 2018-2020; reviewing and applying HS codes for the List of goods subject to specialized inspections of ministries and sectors. At the same time, reviewing overlapping items in specialized inspection and subject to many procedures and forms in specialized management and inspection.
In parallel, the Ministry of Finance is actively deploying many solutions such as: completing the Decree on implementation of administrative procedures under the National Single Window, ASEAN Single Window and specialized inspection for import and export goods; building the National Trade Information Portal (VTIP); completing the content of customs guarantee; drafting a scheme on e-commerce management for import and export goods.
Currently, ministries and sector are implementing comprehensive reforms of specialized inspections for import and export goods (eliminating the overlapping regulations in specialized inspection activities; reviewing and reducing the list of goods subject to specialized inspection; promulgating a list of goods subject to specialized inspection together with HS codes; promulgating standards and regulations for goods subject to specialized inspection).
