China will not work at some border gates of Lang Son Border from the 1st to 7th of October

At Huu Nghi, Tan Thanh and Coc Nam border gates on the 29th and 30th of September, Customs Newspaper’s reporter saw the volume of goods increased. Although it is the weekend, Lang Son Customs assigned customs officers to carry out procedures for quick customs clearance for enterprises.

Nguyen Thi Thu Nga, Deputy Manager of Huu Nghi Border Gate Customs Branch, said that from the 1st to 7th of October, China will stop processing export procedures of goods to Vietnam. It will still process customs clearance procedures for goods in transit imported from Vietnam.

According to Kim Oanh, of a company specialising in importing consumer goods from China via Huu Nghi Border Gate, four days ago, the Chinese partner informed it has National Day holiday from the 1st to 7th October. Thereby, to provide goods to the market, the company implemented customs procedures to import goods for reserve on these days.

At Tan Thanh Border Gate, Dao Thu Lan, Manager of Tan Thanh Customs Branch said that at the present date, there was no notice from enterprises and China about stopping customs clearance for National Day holiday. However, according to auxiliary border gates of Binh Nghi, Na Nua and Na Hinh (under the management of Tan Thanh Customs Branch), the Chinese side has informed the enterprises that it will stop customs clearance of goods from the 1st to 7th of October.

At Coc Nam Border Gate, Nguyen Quang Bach, Deputy Manager of Coc Nam Border Gate Customs Branch said the branch did not receive any notice on the stopping of customs clearance for National Day holiday from China. Thus, the branch still processes import and export procedures of goods as usual.

At Chi Ma Border Gate, according to the Management Board of Dong Dang border gate economic zone, the branch received a letter from the People's Committee of Ninh Minh district, Quang Tay, China with the content “October 1, 2019 is the 70th anniversary of the National Day of the People's Republic of China, the national holiday time is from the 1 st to 7 th October, the holiday time at the Chi Ma - Ai Diem border gates is from the 1st to 5 th of October, from the 6th to 7 th of October the work is normal”.

Complying with the request of the Office of Lang Son Provincial People's Committee, on August 7, 2019, the Management Board of Dong Dang Border Gate Economic Zone of Lang Son province sent aletter to the People's Committee of Ninh Minh district to decide the application of opening and working time at Chi Ma-Ai Diem border gates from 7 a.m to 5 p.m (Ha Noi time) equivalent to 8 a.m to 6 p.m (Beijing time) and inform this working time to relevant units and import and export enterprises.

Clause 1, Article 5 of the agreement on border gate and regulations on management of land border gates between Vietnam and China signed by the Governments of the Socialist Republic of Vietnam and the People's Republic of China stipulates: “The border gates that have been officially opened shall work all days of the week, including holidays in accordance with the law of the two parties, unless the two parties sign other agreements”.

Therefore, the notice on holidays of the People's Committee of Ninh Minh district is inconsistent with the agreement and the working time decided in the meetings between Management Board and Ninh Minh district government.

To facilitate goods import and export and immigration activities at the Chi Ma - Ai Diem border gates, the Management Board of Dong Dang Border gate economic zone proposed the People's Committee of Lang Son province assign the Management Board send a letter to the People's Committee of Ninh Minh district to assign officers working at Chi Ma-Ai Diem Border Gates to meet the operation needs at the border gate.

It also proposed the People's Committee of Lang Son province direct the Border Guards, Lang Son Customs, quarantine and charge collection units at border gates to maintain the inspection, control and supervision force at the border gates in Lang Son province during China’s National Day holiday.
