Vietnam has been a member of the World Trade Organization (WTO) from 11 January 2007. Each WTO member must set up a National Enquiry Point which is able to answer all reasonable enquiries on standards, technical regulations, conformity assessment procedures, etc. from other members of WTO and other interested parties.

Viet Nam Sanitary and Phytosanitary Notification Authority and Enquiry Point

The Viet Nam Sanitary and Phyto-sanitary Notification Authority and Enquiry Point (Viet Nam SPS) was established under Decision No. 99/2005/QD-TTg on May 9, 2005 to enable the Ministry of Agriculture and Rural Development to act as the main body to support the transparency related obligations required by the Agreement on Application of Sanitary and Phytosanitary Measures of the World Trade Organization (WTO).

Vietnam SPS is a unit of the Ministry of Agriculture and Rural Development, headquartered at:

TBT Vietnam

Vietnam WTO/TBT Notification Authority and Enquiry Point (TBT Vietnam) is directly under Directorate for Standards, Metrology and Quality and was established by Decision No. 365/2003/QĐ-BKHCN of 25 March 2003 of the Minister of Science and Technology. Its obligation was specified in Decision No. 114/2005/QĐ-TTg of 26 May 2005 establishing Vietnam’s network of Notification Authorities and Enquiry Points on Technical Barriers to Trade, and promulgate the regulation on organization and operation of this network.

TBT Vietnam is national focal point to notify and handle enquiry points under Ministries as follows:

             1) Ministry of Industry and Trade: located at Import and Export Department;

             2) Ministry of Transport: located at Vietnam Register;

3) Ministry of Agriculture and Rural Development: located at Science, Technology and Environment Department;

4) Ministry of Labour – Invalids and Social Affairs: located at Department of Work Safety;

5) Ministry of Natural Resources and Environment: located at Department of Legislation;

6) Ministry of Information and Communications: located at Department of Science and Technology;

7) Ministry of Construction: located at Science – Tecnology anf Environment Department;
