Special preferential import tariff

Vietnam’s special preferential import tariff schedule in implementation of Vietnam – Japan Economic Partner Agreement during 2016 – 2019 is promulgated together with this Decree.

1. The “Code” and “Description” columns are based on Vietnam’s Export and Import Classification with a 8-digit and 10-digit coding system.

2. “VJEPA rates (%)” column specifies tariff rates applied in different periods which are:

a) From September 01, 2016 to March 31, 2017 inclusive;

b) From April 01, 2017 to March 31, 2018 inclusive;

c) From April 01, 2018 to March 31, 2019 inclusive.

3. The symbol “*” denotes imported goods ineligible for VJEPA rates at that time.

Conditions for application of VJEPA rates

To apply VJEPA rates, an imported commodity must:

1. Be mentioned in the special preferential import tariff schedule enclosed hereto.

2. Be imported from Japan into Vietnam.

3. Be transported directly from Japan into Vietnam as prescribed by the Ministry of Industry and Trade.

4. Satisfy origin requirements specified in the VJEPA and have C/Os form JV as prescribed by Ministry of Industry and Trade.

Goods imported from Vietnam’s free trade zones

Goods imported from a free trade zone in Vietnam (including processed goods) into the domestic market may apply VJEPA rate if all conditions specified in Clause 1 Article 4 of this Decree are satisfy and C/Os form JV are available as prescribed by Ministry of Industry and Trade.

Effect

1. This Decree comes into force as of September 01, 2016.

2. Circular No. 25/2015/TT-BTC dated February 14, 2015 by Minister of Finance promulgating Vietnam’s special preferential import tariff schedule in implementation of the VJEPA during 2015 – 2018 is abrogated.
