The Ministry of Industry and Trade issued Circular 41/2018/TT-BCT stipulating on the list of scrap suspended from business of temporary import and re-export, transit.

Which kind of scrap would be subject to suspension for temporary import and re-export business from 20/12?

Specifically, several number of codes in this list include: Code 2520 (gypsum, anhydrite, gypsum plaster whether or not colored, with or without small amounts of catalyst or inhibitor); 2618 (slag from the manufacture of iron or steel); 2619 (slag, mica, slag and other waste from the manufacture of iron or steel); 2620 (slag, ash or residues, containing metals, arsenic or their compounds; 3818 (chemically defined elements for electronic disks, sheets or similar forms) chemical compounds used in electronics).

In addition, other commodities in the list of scrap are suspended from business of temporary import, re-export and transit including: Code 4707 (waste paper or recovered waste paper); 5003 (silk waste); 5103 (sheepskin or fine or coarse animal waste, including yarn waste but excluding fur); 5104 (wool or fine or coarse animal hair); 5202 (cotton waste); 5505 (scrap); 6310 (used rags, pieces of rope, or new ropes and cables, and waste from rags, pieces of rope, ropes and cables, waste textile material); 7001 (glass and other waste and scrap; glass in blocks); 7204 (scrap and pieces of iron or rods of iron or steel); 7404 (waste and scrap copper) ...

The Circular clarified that the list of scraps does not apply to cases of transit in the form of goods transported directly from the exporting country to the importing country, not through the border gates of Vietnam.

For shipment of scraps which have done customs procedures for temporary import and transit before the effective date of this Circular, it might continue to be re-exported or transited in accordance with the provisions of Decree No. 69/2018/ND-CP dated 15/5/2018 of the Government stipulating some articles of the Law on Foreign Trade Management and current regulations.

The circular is effective from 20/12/2018 to 31/12/2019.
