| Comments | Shipments of rough diamonds may be exported to a Participant only with valid KP Certificates (Annex II. not printed herein) issued by a competent Vietnamese state agency. Shipments of rough diamonds may be imported from a Participant only with valid KP certificates issued by a competent agency of the country of provenance being a Participant |
