| Description | The following steel products are not governed by this Joint Circular: - Steel products exported or imported under Contract on processing of exported goods, steel products of temporary import and re-export, in transit or transshipment under Contract on production of exported goods; steel products that are processed and exported by enterprises or imported by enterprises in export processing zones to use as raw materials for production of exported goods; - Steel products regulated in other legislative documents; - Steel products serving the purposes of security and national defense; - Domestically-produced and imported steel products used in national important works; projects and works approved by the Prime Minister. |
