The Circular applies to the police force in the units and localities; organizations and individuals relating to the management, reception, collection, classification, storage, liquidation and destruction of weapons, explosives, and supporting tools.

Enclosed to this Circular are forms used in this field, including:

• License for using military weapons, sporting weapons, and supporting tools;
• License for equipping military weapons;
• License for buying rudimentary weapons and supporting tools;
• License for shipping weapons, military explosives, and supporting tools;
• License for bringing weapons and supporting tools inside and outside the territory of Vietnam;
• License for repairing weapons and supporting tools;
• Certificate of using military weapons;
• Certificate of weapons, explosives, and supporting tools management;
• Confirmation for rudimentary weapons declaration;
• Confirmation for rudimentary weapons and supporting tools registration;
• List of weapons, military explosives, and supporting tools;
• Minutes of weapons, military explosives, and supporting tools inspection;
• Minutes of weapons, military explosives, and supporting tools receipt;
• Minutes of weapons, military explosives, and supporting tools liquidation;
• Minutes of weapons, military explosives, and supporting tools destruction;
• Statistics and classification of weapons, military explosives, and supporting tools received;
• Report of weapons, military explosives, and supporting tools management performance;
• Weapons and supporting tools registration book;
• Rudimentary weapons control book; and
• Received weapons, military explosives, and supporting tools statistics book.

This Circular takes effect since July 30, 2012 and replaces forms used in the management of weapons, military explosives, and supporting tools stipulated at Decision No. 998/2001/QD-BCA(C11) dated October 10, 2001 of the Minister of Public Security promulgating forms used for administrative supervision of social order.
